The FMCSA Motus portal is the current online system used by motor carriers to manage their USDOT registrations and MCS-150 filings. Motus replaced the previous FMCSA registration system (formerly known as MCMIS and the Unified Registration System) as part of FMCSA's ongoing effort to modernize its carrier registration infrastructure.
Through the Motus portal, carriers can file MCS-150 biennial updates, submit information changes, apply for new USDOT numbers, and manage certain aspects of their FMCSA registration. The portal is available at the FMCSA website.
What Filings Are Handled Through Motus?
The Motus portal handles the following types of filings:
- New USDOT number registration
- MCS-150 biennial updates
- MCS-150 information updates (address changes, officer changes, operational changes)
- USDOT reactivation filings

Not all FMCSA filings go through Motus. Insurance filings (MCS-90, BMC-91) are submitted by insurance providers through a separate system. Process agent designations (BOC-3) are filed through a separate process. Motus is primarily the carrier-facing registration and MCS-150 system.
How to Access the Motus Portal
The Motus portal is accessed through the FMCSA website at fmcsa.dot.gov. Carriers need to create a login account to access their USDOT record and file updates. The portal uses a PIN-based authentication system tied to the carrier's USDOT number.
