1. Agreement to Terms

By accessing our website or purchasing our services, you agree to be bound by these Terms and Conditions. These terms constitute a legally binding agreement between you and Cosmic Honey & Boutique (doing business as DOT Compliance Specialists). If you do not agree to these terms, do not use our services.

2. Description of Services

DOT Compliance Specialists provides professional assistance with USDOT compliance filings. Our services include:

• MCS-150 Biennial Update ($199): Professional preparation and submission of the MCS-150 biennial update filing required by the FMCSA for active motor carriers. Estimated completion: 1–3 business days after receipt of all required information.
• USDOT Reactivation ($499): Professional assistance with reactivating an inactive or deactivated USDOT number. Estimated completion: 2–5 business days after receipt of all required information.
• Out-of-Business Update ($299): Professional preparation and submission of the MCS-150 out-of-business update to notify the FMCSA that a carrier has ceased operations. Estimated completion: 1–3 business days.
• Authority Reinstatement ($599): Professional assistance with reinstating revoked or suspended operating authority. Estimated completion: 3–7 business days after receipt of all required information.
• Lifetime Compliance Support ($1,600): Ongoing professional compliance monitoring and filing assistance for the life of your USDOT number. Includes unlimited required MCS-150 biennial updates, up to four eligible routine USDOT information-update requests per 12-month period, priority support, annual compliance review, and deadline reminders. See Section 11 for complete Lifetime Compliance Support terms.

Our listed prices are professional service fees. Any applicable government fee will be clearly disclosed separately before payment. Completion time estimates are for our processing only and do not include government agency processing times, which are outside our control.

3. Not a Government Agency

We are a private, independent company. We are not the FMCSA, USDOT, or any government agency. You can file directly with the FMCSA at no cost at fmcsa.dot.gov. Our service fee is for professional assistance, preparation, and submission on your behalf. By purchasing our services, you acknowledge that you understand this distinction.

4. Your Responsibilities

You agree to:

• Provide accurate, complete, and truthful information when completing our intake forms
• Respond promptly to requests for additional information needed to complete your filing
• Ensure you have the legal authority to authorize filings on behalf of your business
• Review and verify the accuracy of any filing before it is submitted

We are not responsible for errors, delays, or rejections resulting from inaccurate or incomplete information you provide.

5. Payment

Payment is due at the time of purchase. We accept major credit and debit cards through our secure payment processor. By providing payment information, you authorize us to charge the applicable service fee. All fees are in U.S. dollars.

6. Refunds and Cancellations

Our refund and cancellation policy is described in full in our Refund & Cancellation Policy. In summary: cancellations before work begins may be eligible for a refund; no refunds are issued after work has begun or after filing submission.

7. Limitation of Liability

To the maximum extent permitted by applicable law, Cosmic Honey & Boutique shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of our services. Our total liability for any claim arising from our services shall not exceed the amount you paid for the specific service giving rise to the claim.

8. No Guarantee of Government Outcomes

We guarantee professional preparation and submission of your filing. We do not guarantee any particular outcome from the FMCSA, USDOT, or any government agency. Government processing times, approval decisions, and regulatory determinations are entirely outside our control.

9. Intellectual Property

All content on this website, including text, graphics, logos, and design, is the property of Cosmic Honey & Boutique and is protected by applicable intellectual property laws. You may not reproduce, distribute, or create derivative works without our express written permission.

10. Governing Law

These Terms and Conditions are governed by the laws of the United States and the state in which Cosmic Honey & Boutique is registered, without regard to conflict of law principles.

11. Lifetime Compliance Support — Additional Terms

The following additional terms apply specifically to the Lifetime Compliance Support service ($1,600 one-time fee). In the event of any conflict between these terms and the general terms above, these Lifetime Compliance Support terms control.

• Scope of service: Lifetime Compliance Support includes: (a) unlimited required MCS-150 biennial updates for the life of your USDOT number; (b) up to four (4) eligible routine USDOT information-update requests during each 12-month period measured from your purchase date; (c) priority response and dedicated support; (d) one annual compliance review and check-in call per 12-month period; and (e) compliance alerts and deadline reminders.
• What is not included: New operating-authority applications, authority reinstatement, USDOT reactivation, ownership or EIN changes, transfers to another company or USDOT number, insurance, BOC-3, UCR, IFTA, IRP, Clearinghouse, drug-and-alcohol programs, state permits, legal or tax advice, fines, penalties, or government fees. Additional services may be purchased separately.
• Transferability: This service is non-transferable. It is tied to the specific USDOT number and legal entity provided at the time of purchase.
• Termination: This service ends if the business is sold, dissolved, changes legal ownership or EIN, receives a new USDOT number, or permanently ceases operations. No refund is issued upon termination for any of these reasons.
• Government fees: Our listed price is a professional service fee. Any applicable government fee will be clearly disclosed separately before payment.

12. Changes to These Terms

We reserve the right to update these Terms and Conditions at any time. Changes will be posted on this page with a revised "Last updated" date. Continued use of our services after changes constitutes acceptance of the updated terms.
