A USDOT number is placed in inactive status by FMCSA when a motor carrier fails to file the required MCS-150 biennial update within the assigned filing window. Inactive status means the carrier is no longer authorized to operate under that USDOT number. Operating with an inactive USDOT number is a federal violation and can result in out-of-service orders during roadside inspections.
Inactive status is different from out-of-business status. An inactive USDOT number can be reactivated. An out-of-business USDOT number reflects a carrier that has voluntarily ceased operations and updated their record accordingly.
Common Causes of Inactive USDOT Status
The most common cause of inactive USDOT status is a missed MCS-150 biennial update. FMCSA assigns each carrier a specific filing window based on the last two digits of their USDOT number. If the biennial update is not filed during that window, FMCSA will place the USDOT number in inactive status.
Other situations that can contribute to inactive status include administrative errors, changes in business structure that were not properly updated in the FMCSA system, or a carrier that was unaware of the biennial update requirement.
How the USDOT Reactivation Process Works
Reactivating an inactive USDOT number requires filing an updated MCS-150 with FMCSA. The MCS-150 is the Motor Carrier Identification Report, and submitting an updated version with current, accurate information is the primary mechanism for reactivation.
The reactivation filing must include current and accurate information for all required fields, including your legal business name, principal business address, contact information, number and type of vehicles operated, cargo types hauled, and safety certification. Submitting outdated or inaccurate information can delay processing or result in additional issues.

It is important to verify that your USDOT status has been updated before resuming operations. Do not assume reactivation is complete based solely on submission confirmation — confirm the status change in SAFER.
Is Reactivation the Same as Reinstatement?
No. USDOT reactivation and operating authority reinstatement are two separate processes. USDOT reactivation restores an inactive USDOT number. Operating authority reinstatement restores revoked operating authority — the MC number that authorizes a carrier to operate for hire in interstate commerce.
